North Hollywood has been part of the City of Los Angeles since 1923. LADBS and the LAFD set these.
Re-roofs are permitted by the Los Angeles Department of Building and Safety. Residential re-roofs can go through an express permit, and a city inspector signs off on the finished roof.
When more than 50 percent of a roof is replaced, the new covering has to be a cool roof product certified by the CRRC.
Replace more than a tenth of the roof covering within twelve months and the whole roof has to meet current code.
