If the roof still has good years left, the report tells you.
Roof replacement and free written roof inspections across West Hills. Six in ten homes in ZIP code 91307 went up between 1950 and 1969, according to the Census Bureau. In January 2025 the Kenneth Fire started off Victory Boulevard and burned into the open space on the neighborhood’s western edge.
Deck, underlayment, then shingles or tile. The underlayment keeps the water out, and you can only check it from up on the roof.
What we look for on a West Hills roof
The house is older than the code, and the code depends on where the house sits.
Original decking under newer shingles
A house from the fifties or sixties has usually been re-roofed at least once. What matters is underneath: the sheathing, the flashing at walls and chimneys, and whether an old layer was left in place.
The hillside streets are in the fire zone
LAFD lists West Hills among the communities with land in the Very High Fire Hazard Severity Zone. Inside it, a new roof has to be Class A, and wood shake cannot go back on.
Ember entry points
Santa Ana winds carried the Kenneth Fire from the valley floor into the hills within hours. The report notes open vents, gaps at the eaves and debris in the gutters, the places embers find first.
Before the rain in West Hills
Mid-century roofs in the flats and a recent burn scar in the hills to the west.
Flashing from another era
On homes from the fifties and sixties, the metal at chimneys, walls and vents is often older than the shingles around it. That is where a long storm gets in first.
Low-slope additions
Patio covers and family room additions on mid-century houses often run at a shallow pitch. Water sits longer there, so we check them along with the main roof.
Downhill from the Kenneth burn
Slopes that burned in January 2025 shed water and debris faster than they used to. If your street sits below the open space, sign up for city and county storm alerts this winter.

What the city requires on a West Hills roof
West Hills is part of the City of Los Angeles, so city building rules and the city fire department apply.
The Los Angeles Department of Building and Safety issues the re-roof permit. Replace over half the roof and the cool roof rule applies, with CRRC rated products.
Once repairs pass 10 percent of the roof inside a year, the entire roof must meet current code, and wood shake or shingle is not allowed back.
LAFD can require brush clearance up to 200 feet from structures in the Very High zone.
We get on the roof, photograph what we find and write it up.

State Farm’s 2024 non-renewal list, as published by ABC7, included 166 policies in ZIP code 91304 and 81 in 91307. Carriers often judge a roof from aerial imagery. A dated written report with photographs of each slope gives your agent something specific to send back.

Roof questions in West Hills
Repair or replace?
Usually the underlayment decides it, and you have to get on the roof to check that. The report gives you the answer, with photos.
What does a new roof change for my insurer?
Most letters name roof age. The permit and completion papers show the new roof’s date; what the carrier does with them is its decision.
My house is in the flats. Do the fire zone rules apply to me?
Not necessarily. The Very High zone in West Hills follows the hillside, and the line runs parcel by parcel. State maps issued in 2025 redrew parts of it, so the report states your address’s status in writing.

“Joseph was very clear about the process, the costs, the recommendations. … His team was very professional, on time, fast, and respectful, but most importantly, they were good!”
